Updates to the Air Transportation Regulations (SOR/88-58) – Forward Regulatory Plan 2014-2016

Description of the objective

The Air Transportation Regulations (ATR) were published in 1988 and selective amendments have been incorporated over the past 20 years.

This proposal will amend sections of Parts I to IV of the ATR.  It will make the ATR consistent with a Canada-US bilateral agreement that has come into effect as well as Canada's Policy for International Passenger Charter Air Services and Policy for International All-Cargo Charter Air Services, in addition to the following objectives:

  1. Reduce regulatory and administrative costs to air carriers;
  2. Reflect marketplace realities so that the ATR are relevant to today’s modern aviation industry;
  3. Advance the efficiency and effectiveness of the regulations; and
  4. Create accessible, understandable and responsive regulation.

The proposed amendments are in keeping with the existing policy framework and include the following additional objectives:

  1. Increase transparency to licensees; and
  2. Update regulatory language and style to conform to established standards and enable the filing of electronic documents.

The Air Transportation Regulations (SOR/88-58) and Designated Provisions Regulations (SOR/99-244) are made pursuant to the Canada Transportation Act.
